hostile wilbur shows up too early

My first run with bg2ee and questpack, the hostile version of wilbur shows up and attacks in the building with Valerie's goons, even though I've  yet to meet with the normal version much less speak to him or interact with the marilith, etc. Taking a peak at ar530.bcs it seems like there might be a missing condition in there.

I've  never had this happen  before, which leaves me wondering if something changed in the latest version of the mod or if it's  a bg2ee issue.

The block above is straight  from the  ar0530.baf file inside  questpack's 'wilbur' folder btw, so it's probably  not  an installation  error.

Considering hostile Wilbur drops the scimitar, it seems like it's the appearance of friendly Wilbur (deceased) that's missing a condition. Edit: can drop. He doesn't do it if you already have it.

What is the intended  behavior for wilbur here? Is he supposed to show up hostile and join in with Valerie's crew in attacking you if you enter their hideout before you do the skinner quest? That's how it's set up now apparently,  which means for a lot (maybe most) folks they'll never be approached  by friendly  wilbur.
