Is QP 2.3 the same thing as QP v.3 ?

Hello,
 I am fairly new to BGII. I picked the game up on recommendations some time back. I have the The Collection Edition. I have been reading about mods and such and want to download and save a few for a rainy day. My concern and question is about the evidently previous conflict between QuestPack and G3 Fixpack. I found a thread at G3 titled “Fixpack and Dingo Questpack incompatibility" http://forums.gibberlings3.net/index.php?showtopic=8676… and the last post was by SimDingo and he ends by saying, “I've seen this anyway, and it's fixed for QP v3.” My question is does that mean v2.3? Because that is the only one I see here for download at Pocket Plane Group.
 I might not get to all this BGII goodness for some time yet but want to get the downloads, readme’s, etc. all squared away for that anticipated day.
