Monster movement speed

Hello,

I am having trouble setting monster's speed.
Is there a table somewhere or is it hardcoded?

I have tried to set movement speed on some monsters, but they are still slower than PC.

In my test, both monster and PC have some boots which set movement to 9.
But it doesn't work, so I guess there is special modifier for some monster which is apply after.
Question is : can we modify it?
