Is this a good, bad or indifferent development?

It's much ado about nothing--many of the root servers already reside outside of the US, and domain names are doled out by ICANN. Hint: The I stands for International. The US has not had 'unilateral control' of the Internet for years (i.e. when it stopped being a DoD project). Keep in mind the World Wide Web, which many think of as the "Internet", is a European invention. It appears many nations favor moving ICANN to UN control which, honestly, shouldn't make any difference in the internationalization of the Internet, except perhaps to break it. The US is taking a 'it's not broke, don't fix it' attitude.

I love the way both the guy who's against the EU's decision and the author of the article seem to have forgotten WTF they're talking about at the end:

Quote
And what about business? Will a governmental body running the internet add unnecessary bureaucracy or will it bring clarity and a coherent system? Mueller is unsure: "The idea of the council is so vague. It's not clear to me that governments know what to do about anything at this stage apart from get in the way of things that other people do."

Erm, hello? The entire point is that a government body is *already* "running the internet", and other governments wish to remove some of their poower.

Internet Corporation for Assigned Names and Numbers (Icann) to run it.
That'd be Internet, not International there. As for how it will change, who knows.

Argh, right. It is, however, not a US governmental body, and is international.

We will get a plethora of useless top level domains for sure or is the .sex already underway?
People should not be afraid of their governments. Governments should be afraid of their people.

Why spend all your day surfing for porn?

It may well be, but according to that article ICANN is still mainly controlled by the DoC; in other words, a US governmental body is "in control" of the internet, albeit by proxy.

ICANN (pronounced "I can") is the Internet Corporation for Assigned Names and Numbers. It is a California non-profit corporation consisting largely of Internet Society Members, and was created on September 18, 1998 in order to take over a number of Internet-related tasks previously performed on behalf of the US Government by other organizations, notably IANA.
