Is it possible to set NPC's starting level using npclevel.2da and npclvl25.2da? I think it is the method used by BioWare, but I'm too lazy to check it  :P
Could someone tell me if it works?

It does work, but the NPC needs to be in the .gam file, AKA be a global object.  This method's generally thought to be sub-optimal, and most NPC mods these days use scripting to set their current level.
