No, no, it has nothing to do with being lazy.  Tutufix *should* be installed first--the core fixes at least--but the walking speeds, ammo stacks, and dog->wolf components should be installed last to take full effect.

Hmm I have run into a similar problem.

Hmm, interesting. I think you may have installed the Slower Walking Speeds component of Tutufix, then installed these two mods. Try uninstalling the Walking Speeds component of Tutufix, letting everything re-install, then run setup-tutufix.exe again and run Walking Speeds again.

I tried that three times and Finch's walking speed was still superior to the rest of my party.  Infact, my party kept the same, slower walking speeds despite that component being uninstalled!?  The only way I was able to have Finch walk *with* my party was to SK it.  As I recall, with the amount of mods I have, installing or uninstalling any component took a really long time.  This time, it didn't.  Could there be something wrong?

Just out of curiosity, but aren't gnomes and halflings supposed to move a bit more quickly than humans and elves?  At least as far as the game in concerned.

Are you using the same saved game?  The speeds will have been saved in that, along with everything else.

Nope, sounds right to me.  Let's say you had these mods installed, in this order:

1 Tutufix Core
2 Tutufix Walking Speeds
3 TutuTweaks Exotic Weapons
4 TutuTweaks Bags of Holding
5 Finch

Then you installed walking speeds, so mods 5, 4, 3, and then 2 were uninstalled.  Mods 3, 4, and 5 were re-installed after that.  Then you installed Walking Speeds over top, and now it has become five, while the others shuffle down again.  Then upon uninstalling it, there's nothing overlapping, so it simply uninstalls itself and doesn't need to re-install anything.

I think perhaps I should make a thread detailing how WeiDU mods work, since I've been explaining this quite a lot lately.

Ah yes that makes sense, I understand how this works, although making a thread might be a good idea.

Does WeiDU not bunch components of mods together, so if you add another component from Tutufix, it gets installed in the same place as all the other Tutufix components?

I use Winrar to extract .rar files, it's similar to Winzip.  You can download an evaluation copy from http://www.download.com/3000-2250-10007677.html or if that link doesn't work, just google it.

I think I answered this somewhere else, but it's Sunday and I'm fuzzy-headed.

There's a good chance, since the original plan was to make her available for Tutu-SoA-ToB, but I'm only working on Tutu material at the moment. Finch-SoA will likely bloom one weekend when I'm brain-stumped on other projects.

i installed finch-npc, but i can't find her in the inn in beregost with my old save game.
when i start a new game it works fine - i can talk to her in candlekeep.

Finch v2 is in progress. The new content and fixes are probably 95% done. I should be doing some testing this weekend. I estimate the updated Finch will be released during November, i.e. possibly next week, but depending how my testing goes, it could be later.

I believe "Cannot open target" errors happen when a file is locked by another running application. It can also be caused by the files in the mod RAR not being fully extracted. Make sure you don't have any other programs running, then check the game directory where you have Tutu installed. There should be a folder named "finch." Within that should be a folder named "Backup".  If that doesn't exist, create one (and the "B" needs to be upper case in this instance) , and try installing again.
