Title: Banter Packs v15: Download

Version 15 restores BGII:EE compatibility for all language versions, adds EET compatibility, and changed the included dialogue fixes to a more compatible version. All Fixpack fixes included.

Changes:
-Full BGII:EE compatibility for all language versions (HANDLE_CHARSETS with default language English),
-added EET compatibility,
-updated Italian translation by Aedan
-added Combatcounter checks & STATE_INVALID checks to script blocks
-dialogue fixes: changed old syntax of REPLACE to ADD_TRANS_ACTION and put them into separate file (only installed if Fixpack isn't and it's not BGII:EE/EET),
-removing of unused files (bantergoose.bcs, --J#JanShu.ITM, --FWLILCOR.CRE),
-removed unnecessary backup folder
-update to WeiDU 242.

Update of download in first post. Note: name of package did not change. The correct version number is in the tp2 and will be shown upon install. Current version is preV15_170808b.

Thank you to Aedan for updating / correcting the Italian translation!

EDIT: Silent update. Forgot to patch state.ids with CD_STATE_NOTVALID if not already included.
