I don't know much about megamod installs, but as for Fein, you need to give him 3000 gold and the sealed note. It should open the extra dialogue options.

Hi, I'm doing the mega mod BGT without tactics installed, and I'm trying to start this quest. I haven't opened the note and I have 1500 gold but Fein won't acknowledge that I have anything. What should I do?
