.2da stand for 2-dimensional array.  It's basically a chart for various rules in the game.

To edit them--and any file that isn't in the override by default--you need to extract the files from the .biffs.  Programs like DLTCEP and NearInfinity can edit files directly from biffs, so I'd recommend using those.

What is a "2DA" file? I have this 2da-editor, but i can't find ANY 2da-files in my bg-directory
