If there's no crossmod at all you're basically forcing the player to have only one mod NPC installed, yours (it doesn't make sense otherwise).
As for writing content for npcs that you didn't create.. well that's a gray area. Personally I think once someone puts something out there on the internet they lose a certain degree of control over it, especially if it's for free, and even more so if they later disappear without a trace, like some modders. IMO good mod NPCs with missing authors may as well be considered Bioware NPCs. I doubt the authors would take offense to any new content, especially if they're MIA. Besides, even if they did return and object, one could always remove said content. Building on other people's work is the basis of modding. I dare someone to break this silly tradition of not modding mods.
