So the easiest way to do what you want would be to edit the flags of Lilarcor's "Unusable by" section and remove the checks for thieves.

You would have to add your line to the TLK and then add a new line of RESPONSE - DisplayStringHeadOwner() to the script, where you insert the number of your new TLK string.
