Do like the README says and extract it to your Baldur's Gate 2 directory.

When you double click the Weimer-SolaufeinMod-v96.exe file - for me -  a 'winRAR self-extracting archive' window will pop up. I believe this may vary a little depending on your software.  Anyway there is a text 'destination folder' (or similar like 'extract to'). The following field usually shows the folder where you downloaded the Weimer-SolaufeinMod-v96.exe. next to this field you should find button that says 'browse'. Click that and find your Baldur's Gate 2 main folder. Open it and click 'ok'. The field following the 'destination folder'-text should now show the path to your Baldur's Gate 2 main folder. Then proceed the extraction.  The another alternative is to download the Weimer-SolaufeinMod-v96.exe straight to the Baldur's Gate 2 main folder and extract it from there.

I hope this helps.
