SoA quests for Kelsey

Hi all,
Looking forward to trying Kelsey, but with so many NPCs, I'm just wondering where his quests show up in SoA?  Can I leave him until Chapter 6?
I've seen no info on any quests in the SoA part.

His SoA quest starts when you're about 600000XP each. Or 1200000XP - can't remember exactly.

Nope, but I don't think they'll happen in the Underdark. Chapter 6 or chapter 3, doesn't matter.

Well I'm in chapter 3 now and Kelsey's own sidequests haven't started yet. What are the *actual* starter conditions to cause the correct NPCs to spawn? (Spoiler details please)
