Calculation of ranged weapon THAC0

I have been puzzled for some time as to how slings and bows are determined to have an effect, or not have an effect, on certain creatures. If, for example, a creature can only be hit by +3 or higher weapons. Does that mean that a bow at +2 and an arrow at +1 will work, or does it mean that the bow must be +3, for it to work?
I ask this because if you look at arrows and bullets, they do have a THAC0 that matches their + factor. This in turn is added to a characters THAC0 which is then used in combat to determine the outcome. If the + factor of the bow is the only thing used, isn't that cheating a little bit. After all, you do need an arrow to shoot, otherwise it's useless.
As i said, i am puzzled.

No, it is only based on the enchantment level of the ammunition.
There is a mod available that will allow the launcher's enchantment level determine if a creature can be hit (or the ammo's, whichever is higher, but still not cumulative).

I'm not sure I understand, will this alter the gameplay or just provide you with information? I'm new to these mods.

Mostly, i was after the information concerning which item controlled the PLUS factors. I followed the link supplied by AstroBryGuy and read the posting at the BeamDog forum. It mod still needs a little more work, but, he is right, the mod will make the Thac0 default to whichever is the highest + factor. That's not bad, sometimes finding a + something bow is easier than finding a hundred ++ arrows. The effect on the gameplay should be negligible.
