can you use unfinished business w/o weidu?

Yes, if you want people not to use BG1 UB, because it will become incompatible with BG1 NPC, BG2 Tweaks, and who else knows what. :)

Weidu is an .exe program that automatically patches the mod's areas, dialogues, creatures and scripts to the game. It's a compiler, too - it turns your own code into the game's code. Every modern mod is built around it.

It also makes sure that you can install more than one mod, because without Weidu's patching capabilities, two mods cannot, for example, add one creature to the same area.

What Kulyok sais - WeiDU is the installer-exe that compiles the mod into your game. So, I don't understand the question tbh.
