When does Isaea Roenall arrest Nalia?

I went through Nalia's funeral and its been over 30 days since the quest log about it...yet, Isaea has never arrested Nalia yet!  She still flirt's with me and I am stuck on lovetalk 13 until she's arrested.  Any idea why she's not be arrested by Isaea?   Does it happen at some point in the game rather than just one day in a non-modded game with her?
