Where do I start?

I am interested in in MODing. But I am clueless as to where to start. I guess what language are mods written in would be the first step. 
I looked through the tutt section but it didn't mention right off the bat what you need. (Maybe I was in the wrong section.)

Depends on what kind of mod you want to make.

Ultimately, yes, you are going to have to learn to work WeiDU, but for many modders, their first step was looking at other mods of the same type. With so many mods of every conceivable flavor, there's probably one similar enough to what you're trying to do to serve as an example.
