If I want to communicate to ppl abroad through the web camera /telephone/microphone,
what program should I use? Is there the best, or the most trusted one? Does the software depend on the country “from where - to”  I am calling?

I find MSN is fine for all of the above. 

If you are looking to call a telephone you will need something like skype.  If you are just wanting to talk to someone on another PC MSN will do.

Yeah its fairly small but if all you're doing is chatting its fine.

For that other kind of webcam you might want something bigger.

Thanks a lot, guys! Will try MSN.
I have  UMAX cam, regular size, I guess.
When I try to test-call video in Skype, it gives me an error message:
 "Camera is in use by other program blah-blah"
