I've been having this issue for a bit.

REQUIRE_FILE ~Data/25Dialog.bif~ @2
Does not find the file; erroneosly.  <install>/Data/25Dialog.bif exists.

This, I think is because it's written wrong, but it seems to be a common thing.
The ToB stuff is not on CD2, which I guess is what the @2 indicates.  toB base files are all installed to data and the override.
If you aren't happy, it's not my fault.

Well, quite obviously it works on my platform (or I'd have noticed). Are you using cloned installs?
