What's a good, free program for editing tilesets?

As some of you may know, I'm working (at least trying) on building a small town for TOB. Sadly, i ran out of my trial time for adobe photoshop.

So, where can i find a free program that's better than Paint for editing bmps? I don't mind using any of the unwanted tilsets either. ;D

GIMP rocks.  And it's not only free, but provides a lot of features that Photoshop doesn't, even though it only takes up a fraction of the space on your HD.
