Batch Convert Wav to Ogg?

I can use DLTCEP to batch convert WavC to Wav however when I do this OggEnc will not recognise the resulting Wav as a valid file for encoding to Ogg format.  I don't know why this happens as the Wav will play fine in NI, Audacity, Media Player etc

This is what OggEnc tells me: Wav file is unsupported format (must be 8,16 or 32 bit PCM or floating point PCM).

When I look at the properties of the Wav generated by DLTCEP it is 16 bit 22khz PCM (bit rate 352 kbps).  It looks right but still will not work.

Does anyone know a free tool that will Batch convert Wav to Ogg?  I could use Audacity but so far I can only do this one file at a time, is this Audacity's limit?

well, i'm unsure what sidetracks oggenc, i might fail to set a bit or two ;)
If anyone finds the problem, i'm willing to fix dltcep.
