Ive posted in BG1 unfinished business forum about Balas axe not giving its wielder the ability to dispell magic once a day, wich is kinda a minor oversight in the game, but ive also used Shadowkeeper to bring it into BG2 and found another problem with it. It still doesnt give the dispell magic ability and it seems to make the target glow red with a successfull hit as in the lower magic resistance spell instead of the miscast magic effect it had in BG1. Not sure if this post should go here but I would really like this axe to work as the item discription states it should.

BG2 effects are different from BG1 ones, so if you put a BG1 item into BG2 it is possible that some of the effects on it won't work exactly the same (especially visual) as you noted. As for the Dispel Magic, it does not say it is meant to do that in the description of abilities although it does in the main stat block:
