Wes, with Solaufein, gave us the option to assign a soundset because his Sola cre is in 'export' mode.  Can someone tell me how, via DLTCEP I can set this flag to export for an NPC I'm beta testing?

When you're looking at the CRE, the General properties tab has a Class Flags section. That's where the Exportable/Export allowed  flag would be if you export a CHR from the came and convert it to a CRE. I'm not sure if this is what you want, plus it can cause dialogue triggering problems.

Thanks - just what I needed.  Since this mod isn't mine I just wanted to get him some battle cries and selection sounds.

The exportable flag can do some weird things to your NPC.
With dltcep, it is possible to copy/paste the soundset of a cre to another.
You can even save the soundset for further use.
Of course, you can always turn off the exportable flag after you chose the soundset (the creature is editable in the savegame).
