Seriously. Jaheira flirt doesn't work.

This time I uninstalled each and every mod I had and installed the flirts again. This time Jaheira didn't say Sola's and Viconia's lines. In fact, she didn't say anything at all. When I talk to her, there's this empty dialog window infront of me.

Then you didn't install it correctly. Empty window means you had the game or another mod installation or a game editor running.

I had the "empty dialogue" window problem, it was because I'd forgotten to change the baldur.ini file to tell the copy of the game where the original was. (Does that make sense?)

I can only point you to the various installation tutorials on http://modlist.pocketplane.net , then. Because the flirt pack does, in fact, work properly.

One thing I can think of that hasn't been mentioned that might cause this problem is the install order.  But I'm sure you've already thought of this.

I did think of it. Jaheira's flirt doesn't work even if it is the only thing installed.

You did say you uninstalled all you mods, right? Installing and, particularly, uninstalling is a good way to mess up your dialog.tlk, even with WeiDU. Try a fresh install, then install the Flirt Packs.

The Jaheira flirts work fine in my game except that they appear much more slowly than let's say Aerie's?  It seems like at least a 3 to 1 ratio.
