Please help me with Kelsey romance, someone!!!

I have played and played and done almost everything except Watchers Keep, yet the romance with Kelsey is only the flirts and has gone no further.  The last conversation we had was when he told the story of the halfling who makes the stylish slings.  I even killed off Anomen, but still no culmination with Kelsey and Bodhi won't abduct him so I reloaded a previous save.  I saw the screenshot someone sent in where she and Kelsey consumated their romance and that was all the way back at the island with Spellhold. 
Will someone please tell me what is going on???

Can you check your J#KelseyRomanceActive value?

If you spend lots of time in dungeons he can't initiate lovetalks. You can try to SetGlobal("J#KelseyRomance","GLOBAL",1) to get the next talk to come up... you do have a few left, so yes, it would be a good idea.

How many LTs are after the "nookie"? I've only seen one, and he's pretty much not responding to the global cheat.

I talked to him and said "lets not flirt like this" and now he won't talk to me. Does this mean it's over or is this just for a little while?

That option turns off flirting (but not the romance) entirely. It's provided as an "out" for people who find the flirts too interruptive or unsuitable for their taste. In truth, it shuts off ALL flirting I've written/published, including the Bioware NPC flirt packs, on the theory that if Kelsey's rubdowns are bothering you, then Anomen's rose flirt or Jaheira's little hints or Aerie's wet T-shirt or Viconia's unique aquatic talent will ALSO bother you.

To turn them back on, use

CLUAConsole:SetGlobal("FWDisableFlirts","GLOBAL",0)

at the console, or use a save editor to set FWDisableFlirts to 0.

I try typing SetGlobal("J#KelseyRomance","GLOBAL",1) but nothing happens... Is that possible? My RomanceActive still is 1, so that's bother's me, I want to go to Bodhi and feel all love.
