How do I get to finish BG1, if I do not meet Tamoko?

I have recently ventureed from Ulgoth's Beard to the Soceror's Sundries, and found no one waiting.  Went to the FLaming fFist, was not attacked, and was told the Duke was waiting upstairs, which he wasn't. How doI get the Finale srquence of events to occur, without meeting Tamoko.................thank you
