i have used many paint editors to edit pictures (most names i forgot) my im in dire need for a new one, which one is the best, yet easy to have?

Before I finally broke down and purchased Adobe Photoshop (the best thing I, personally, ever used), I had used a Freeware program called Ultimate Paint, which worked pretty well for me... It doesn't have my favorite feature (layers, which really really help with composite pictures), and some functions aren't available in the freeware version , but it worked pretty well for me...

MS paint is decent. Then again, before paint I had GEOS paint on the C-64. so yeah.
GIMP
seems to have all the pretty features. Then again, it's been years since I've wanted to do anything more fancy with an image than resize it. Just make sure you get the windows version.
