Jan's armor having Arcane Spell Failure

Just got Jan Jansen in my party.  I noticed his armor, the Jansen AdventureWare, has an Arcane Spell Failure of 10%.  However, given that it allowed him to cast spells in the original BG2, I think it should be 0%.  As he is now, since he doesn't have the Armored Arcana feat, Jan is always at 10% risk of spell failure when casting.

The armor is described in _NPARM.ITM.
