Went to Brynnlaw. Killed all of Dora's men I found (brothel, Desharik's old place, east of island (home of that mage with wardstone, and somewhere in the open, too), oh, and random mooks of hers harassing people). Teleported all over the place using cheats in desperation.
No Dora. Nowhere. Null. Nothing. Nein.
Help?
Edit: Got around it by finding Dora's *.cre file and using console to spawn her, but no idea why she didn't appear in the first place (I got what seems like an appropriate dialogue when she spawned, so I'm guessing it's possible I fulfilled all the other conditions for her to spawn, hopefully it will work from here on).
