Title: Farmer in the bridge district

When I first enter the bridge area (AR 0900), a farmer appraches me and asks me who am I. If I tell him that I'm an adventurer, he gives me a quest to see who's "dumping waste" into the lakes. I get a journal entry.

Is this guy part of the UB (I've got a few other mods installed, but UB seems the most likely one to put him there)? If so, how do I solve this quest? I've sarched around but can't find anything related. I'm still in chapter 5.

No direct spoilers please. Just tell me where to go and who to talk to/kill.
