Title: Simon is not in the CC?

I've played with Assassinations mod for numerous times, but now it's first time that Simon (the guy that Oulav Steros wants you to get his money from) is not in the Black Lotus room in CC?

I didn't find him in any other place in CC and would like to know what is his code to spawn him, because I can't complete the quest otherwise?
