It's actually quite easy to get there with dimension door.  No cheating neccessary.

If you open up the area file in NI you can see that the chest also contains a non-existant item resref BLKLOTUS. Maybe the Twisted Rune are involved in the narcotics trade.

It contains RNDTREA01--typically, a few gold or a Silver Necklace or some other worthless whatnot.

Technically, it is possible to get there without cheating, by putting your Wizard or Bard PC up against the rail, as close to the chest as you can, then having your party and maybe some Summons surround you, then releasing your Familiar. Of course, then, the trick is getting back.

If you use the jump cheat, you can get at it. I forget if it's empty or one of those containers that gives you 9 gold pieces/colour spray scroll/lynx eye gem.

It's there because somebody goofed, and either neglected to make a path so you could get there, or neglected to remove the reason to want to.

It is possible that there was once meant to be more to do at the Asylum, but the box isn't important.

In the area outside of spellhold, there's a chest/box on a lower walkway that you can't reach. It's on your left if you're standing on the walkway after the stone plateau. The chest is highlightable but the area around it displays a "no movement"  cursor.

What is in it? Why is it there? Would the payer have been able to go to other areas in Spellhold originally?
