There exists a check whether modmerge /DLC merger is installed (although not included in bg1ub as far as I see). It doesn't work for Windows, though, because of file sizes:

This happened to me too. Installation should be prevented if you didn't go for modmerge before.

I do have SOD, and after using the modmerge utility Ican now run the game after installing UB, thank you very much for the assistance. ;D

Do you have Siege of Dragonspear installed on your BG:EE game?

If you have Siege of Dragonspear on BGEE from Steam (or GOG),  before installing BG1UB or any other mods, you will need to use the ModMerge utility to make your game moddable.

ON a clean install of BG1: ee(steam version), after installing Unfinished business I'll get the spiny wheel of "working" and steam will say it is running, for about 5 seconds then steam will display no game running. It doesn't open any new windows nor does it look like the game itself has actually started. There is no error message, or message of any kind. I click the "play" button and just get the spiny circle on the mouse for a few moments, then nothing.

 If I uninstall it, the game starts up immediately, but once I  reinstall UB, it goes back to 5 seconds the spiny wheel symbol on the mouse, then nothing.

am I installing it incorrectly? I've dropped it in the main Bg:ee folder, I am not getting any error messages when installing components either.
I have been trying to do the same sorts of process I used back in the day getting Unfinished business and banter packs on Bg2 and such, but here it seems like I'm doing something wrong.   UB is listed as 14.0and Weidu version 24000. What am I missing about this installation that it would prevent the bg:ee program from even starting?
