If you want to start a BG2 romance, it's the same, I think, only set the second variable to 1. But there will be trouble and complications (though you've probably been spoiled).

Thank you for the quick answer! I thought there might be something you could do to make him remember, I was running around doing healing spells, sleeping, and talking to him far too much.
I decided to reload. I was wondering also if once he'd forgotten if it was possible to start a new romance with him? Or would that be weird because you're technically already bonded to him.....

No, he's stuck like that, it's working as intended. You may have to reload or cheat with the console (when he is in party, and pause the game):

I was in Warden's Keep and messed up the buttons on Mad Lum's machine and Xan got turned to stone. I turned him right back but now he's forgotten the relationship! We were bonded!
My question is... is he stuck like this or will he remember if I just keep playing?
