I'm no expert on programming, if it is hard-coded into the game then it would probably be quite difficult to change.
Otherwise it should be possible to simple multiply the real time counter by a number or divide the romance timer by a number.
Another possibility would be to make the romance run on game time, but i think this would require quite a bit of work compared to just multiplying by a number.
And again, i don't know how to actually do this.
Edit: I found a mod that halves the dialogue timer by complete accident. Have not tested it yet.
