As far as I know, the community has had no confirmation from working playtests that the TutuFix walking speeds component works successfully with slow, haste, and polymorph. There is also no indication that there has been a change in code from pre-v18 to v-18.

You could playtest, and report - that would help! The problem behaviors are any whgich lter speed - boots of speed, spells that haste/slow (add effects) etc. I would also check out TobBEx at SHS, and see if Ascension64 has tackled movement speed tweaks in his work.

--- nobody appears to know the answer to!

Quite simply, the problem is this:
All the Tutufixes before V18 mentoined that there were odd behaviours on slow, haste, etc. when using its walking speeds component
Tutufix V18 no longer mentions this.
Bg1NPC readme, however, still mentions this, as does the BG2 tweak pack.
Logic would indicate that Tutufix V18 has a fixed walking speeds component that no longer has this odd behaviours (nobody has explained what those behaviours were?), however...
Tutufix Changelog does not mention any such fix being made.

This is confusing.
