My best guess would be The Quest Pack. Moiya is on top of the Copper Coronet, don't see anything interfering there. To the best of my knowledge, that particular tomb is only used for the Money Lender quest, (perhaps i should say, Intrigue In The Copper Coronet), don't see anything there.
Keep it simple, start in the Quest Pack.

I can't find any bugs with either Moiya or Besamen. I robbed the tomb where the kid spawns before starting the quest and she showed up just fine regardless of whether I paid or not. Sethle (the gravedigger) is strictly flavour and there is absolutely no need to speak to him in order to finish the quest. Entering Besamen's tomb seems like the natural way of starting the quest, no problems there.

I think your confusing the Ironmodder3 entry done by icelus and the money lender quest done by SimDing0 in the Quest mod.

However you are right about Moiya's daughter showing up in the crypt whether you rob it before or after the quest.
For the original poster, i don't pay thugs, beat the crap out of him until he gives up the information. Save your money.

You should load the save from BEFORE you robbed the graves... Moiya's daughter is able to find only if you never entered to "her" tomb. The same problem concerns Besamen. Don't worry, it doesn't affect the large tomb with Edwin's and Korgan's quests - only the small ones.
You also must refrain to scare the grave digger (Tirdir must wait... you may let him escape from the grave, but don't speak with the gravedigger till you got Moiya's quest).

So I've paid the thug the required 6250 gold pieces and I now know that the kidnapped daughter is in one of the tombs but I can't find her! Also the gravedigger is long gone so I can't ask him for advice.. Where should the girl be? Is it possible to clua her?
