Yes, it is, and it's the same for deArnise romance, as well. They are using a global variable FWDisableFlirts:
Global("FWDisableFlirts","GLOBAL",0) - flirts are working
Global("FWDisableFlirts","GLOBAL",1) - flirts are disabled.

This will be different in version 1.04. The BioWare NPC flirts will be turned off by "FWDisableFlirtsNPC" ("1" to shut off the NPC-initiated flirts, "2" to shut off the PID flirts as well, the latter only avaqilable via cheating). (Because this was a leftover from times where there was the BioWare crew and Kelsey. There really is no reason why the Anomen flirts should be deactivated if the player wants Kelsey to stop. Or vice versa, for that matter.)

If you say it to one NPC - does it kill the flirt pack option for all of them?

I was travelling with both Kelsey and Anomen in my party, and to avoid hurting Kelsey's feeling with this character I wanted to "end" the romantic path gently... great going on my PC's behalf, since 1. it obviously didn't end the romance and 2. the Anomen flirt pack got disabled too.

Just wondering if that's normal?
