SURE_SLEEP is spell SPIN892. It is not action but ids reference (listed in SPELL.ids) for that .spl.

Browsing through the cutscene scripts is pretty easy with Infinity Explorer.  No decompiling needed. 

I think SURE_SLEEP might be what you need though.

In a few days I will atempt doing my first cutscene.  Before that, can anyone point me to the Bioware cutscene where CHARNAME and Jon interact, when the party is all unconscious on the ground?  I'd like to look at the coding but it is very tedious to decompile  cutxxxx.bcs to infinity trying to fnd it.

I want to see how they got the entire party unconscious.  The scripting action "PlayDead" works but you get the death rattle.  I'd like to avoid this. Could be they did a ForceSpell "Sleep" action but I since I haven't found that cutscene yet I don't know for sure.  Kinda of what happens when everyone falls asleep when hit with "Stinking Cloud".
