If you install this mod, can you still also play with your own completely created parties of custom PCs as well, or can you only play the game with the new NPCs?

Yes, it's possible - any party is possible, actually, from 6 PCs to one PC and five NPCs. You can also take a few custom PCs and a few NPCs, if you want.
