Is this some bug, or does Kelsey really have such low inteligence?
I mean, isn't that a bit too little for a magic-user?
If it's not a bug, than my guess is that his stat will go up durring the storyline progress.

Not a bug, and no, it doesn't go up.  That's not that much of a hinderance for a sorcerer - you make up in flexibility what you lose in total spell slots.

Mechanically, sorcerers do not benefit from higher intelligence (in fact, in BG2 their spellcasting power is not tied to ANY stat, although in 3E they are tied to charisma.)

Kelsey's unremarkable INT is a part of his story--without his natural spellcasting talents, he would not be a mage at all.

Huh, you're right - and BG2 lied to us!  I just made 2 new sorcs with 10 and 18 Int respectively, and they had no differences in number of spells selected or able to cast per level.  Kelsey can also get to level 9 spells with his Int, so that's not an issue either.

Right. If INT drops too low, the sorcerer can't cast from scrolls any longer, but it in absolutely no way affects his innate spell progression or casting ability.

I think the manual wrote a lot more impact for Int in mages as well, I think. But that's a lie as well. All my mages, to my knowledge, can hit HLAs and level 9 spells, no problem with their Int. I'm not even sure if they get extra spells for their Int as well, I get the feeling they don't.

No surprise though. Lies abound in the manual Smiley I think they wrote the manual first, which explains quite a bit.

Much of the game manual (particularly the tables at the back) was copied verbatim from D&D manuals, without much care as to what was actually implemented in the PC game. Wisdom doesn't affect your saving throws either, or a priest's ability to cast high level spells (though bonus spell slots for priests are implemented).
